Training conference on “Strengthening capacity of first-time elected provincial People’s Council deputies”

With the consent of the Secretariat of the Vietnamese Communist Party’s Central Committee, the Ho Chi Minh National Academy of Politics (HCMA) in collaboration with the United Nations Development Program (UNDP) Vietnam organized a training conference titled "Strengthening the capacity of first-time elected Provincial People's Council deputies" from July 11 to 12, 2022 to provide more knowledge and share the most important skills from Provincial People's Council deputies.
Overview of the training conference
Attending the opening ceremony were Ms. Diana Torress, Head of Governance and Participation at UNDP Vietnam; Mr. Conor Finn, Deputy Head Of Mission, Embassy of Ireland in Vietnam (co-sponsor of the Training Conference). On the HCMA side, there were Assoc. Prof. Dr. Hoang Van Nghia, General Director of Department of International Cooperation; Assoc. Prof. Dr. Le Van Chien, General Director of the Institute of Leadership and Public Policy and Dr. Luong Thu Hien, Director of Center for Gender Studies and Women's Leadership (the host of the Training Conference).
The training conference was held offline and online via Zoom. Attending virtually at the Academy were members of the People's Council elected for the first time from some northern provinces such as Hanoi, Bac Ninh, Quang Ninh, Phu Tho, Tuyen Quang, Yen Bai..., together with online participants from these provinces.

Within one and a half days, deputies attending the conference listened to some of Vietnam's leading experts’ sharing on the following topics: (1) Approaching interdisciplinary and open science in building local socio-economic development programs (through a Land Law case study), (2) Knowledge and skills on local land management of the Provincial People's Council deputies, (3) Knowledge and skills in monitoring and contacting voters of the provincial People's Council deputies (through the local education/health case study), (4) Knowledge and skills to integrate gender equality when giving comments on the formulation and adoption of resolutions of the Provincial People's Council, (5) Criteria for evaluating the implementation of the action plans of the provincial People's Council deputies.
The presenters were leading experts in open data, law, public policy and practitioners who are experienced provincial People's Council delegates. The contents and information exchanged and discussed at the conference are not only skills drawn from actual parliamentary experiences, but also issues that are of interest to the National Assembly and Provincial People's Councils in recent times.
