Attendees of the ceremony were Assoc. Prof, Dr. Nguyen Duy Bac, Deputy Party Secretary, HCMA Vice President; representatives of leaders of the Political School of Bac Giang province; Yen Bai province; representatives of leaders of functional units, specialized institutes directly under the Academy and all students.

Assoc. Prof, Dr. Hoang Phuc Lam, Deputy Party Secretary, HCMA Vice President gave the speech at the ceremony.

Speaking at the ceremony, Assoc. Prof, Dr. Hoang Phuc Lam warmly congratulated 843 postgraduate students and 97 PhD candidates who have excellently passed the HCMA master and doctorate entrance exam in 2020.

Emphasizing in his opening speech, Assoc. Prof., Dr. Hoang Phuc Lam affirmed that, for more than 70 years of construction and development, with the motto of being basic, systematic, practical and modern, HCMA has constantly been renewing its training contents and programs to improve the quality of training and fostering the cadres; affirming prestige and position as a national center of political theory research; a national center for training and fostering for middle and senior leaders and managers of the Party, State and socio-political organizations; a prestigious center in the country for the training of undergraduate and graduate theorists in the Marxist-Leninist theoretical sciences, Ho Chi Minh's thoughts and a number of other social sciences and the humanities.

Expressing his honor and pride in the achievements and results of the Academy in training, fostering staff and scientific research, Assoc. Prof., Dr. Hoang Phuc Lam said that at the Party Congress at all levels for the term 2020-2025, the country has elected 33,000 district-level commissioners, 67.8% of whom have master's degree or higher. Party committees of provinces and cities directly under the Central Government have elected 3,300 members, 78% of whom have master's degree or higher; Most of the cadres were trained at the HCMA.

Reminding the spiritual teachings of President Ho Chi Minh: “The Party School is a school to train advanced soldiers to strive for the cause of the proletariat. All comrades are core cadres of the Party”, “We have to learn and do a revolution for a lifetime ... Still alive, we have to study... Study to work, to be a human, to be an official”, Assoc. Prof., Dr. Hoang Phuc Lam required all students to be deeply aware of the value and honor when studying and training in the Party School named after Uncle Ho; constantly training political bravery, cultivating revolutionary ideals; defining studying as an honor, a duty, a right and a responsibility. They need to well implement the motto of linking theory with practice, turning the learning process into a process of self-study, self-research, initiative, creativity as suggested and oriented by teachers; link the theoretical research process with the practice of the country; associate studying with scientific research; respect, abide by the discipline, healthful lifestyle; obey the rules of the Academy; build the class into a united and disciplined group to help each other fulfill their tasks well.

For specialized institutes, Assoc. Prof, Dr. Hoang Phuc Lam proposed to update the lecture content on the basis of the document of the 13^th National Party Congress; innovate teaching methods with the motto of taking students as the center, the lecturers as the inspiration and motivation, the school as the foundation; focus on improving knowledge, capacity for creative thinking, closely and effectively combining training with practice in reality, learning with practice; enhance the application of information technology in research and teaching to promote the creative thinking and self-study and self-research capacity of students; strengthen coordination between training management units with teaching units and functional units in performing synchronous tasks, contributing to the good implementation of assigned tasks and plans./.
