Speaking at the opening ceremony, Assoc. Prof. Dr. Hoang Phuc Lam said that the Laos Party and State have recently paid special attention to the training and fostering work for building a contingent of key leaders and managers at all levels of the political system in Laos. Every year, they send hundreds of middle and senior leaders and managers to study and improve their knowledge at the HCMA. The Academy considered it an honor to have made certain contributions to the training and retraining of leaders and managers of the Lao People's Revolutionary Party, thereby contributing to the consolidation, development, elevating the special friendship and solidarity between Vietnam and Laos.

The solemn opening ceremony of the training course on organizing work and propagandizing work for Lao People's Revolutionary Party cadres was another vivid expression of the special friendship and solidarity between the two Parties, the two States and people of the two countries Vietnam - Laos.

The two training courses last 2 months in Vietnam. The learning contents were elaborately compiled, closely combining the theory and practice about experience and some professional skills, updating contemporary world issues; researching and exchanging information on the implementation of the innovation process of Vietnam; sharing experiences and skills to deal with problems arising in practical work in some specific fields. Alternating between sessions, the Academy would arrange for students to do practical research in some localities of Vietnam, thereby helping students to accumulate more practical knowledge, plentiful and practical experiences in different fields.

Assoc. Prof. Dr. Hoang Phuc Lam believed, with the effort of each student, with the enthusiastic morale, responsibility of lecturers, reporters and dedicated service of functional units in the Academy, the students would overcome all difficulties to study and practice with the best results. He believed that the course would successfully achieve the set goals and plans, meet practical requirements, and deserve the trust of the two Parties, States and peoples of the two countries.
