Scientific seminar “Better Fiscal Policy for Reducing Poverty and Increasing Shared Prosperity”

The Institute of Economics in collaboration with the Center for International Knowledge Sharing, under the Ho Chi Minh National Academy of Politics (HCMA), held a scientific seminar on “Better Fiscal Policy for Reducing Poverty and Increasing Shared Prosperity” in the morning of February 16, 2023 in Hanoi. Assoc. Prof. Dr. Hoang Van Nghia, General Director of the Department of International Cooperation and Assoc. Prof. Dr. Nguyen Ngoc Toan, Deputy General Director of the Institute of Economics co-chaired the seminar.

Seminar participants included lecturers and researchers from the Institute of Economics, Institute of Sociology and Development, Institute of Leadership and Public Policy, Journal of Political Theory, and economics faculties of some universities.

Giving the opening speech at the seminar, Assoc. Prof. Dr. Hoang Van Nghia welcomed the World Bank's international experts. He highly appreciated the international cooperation in the sharing of knowledge and research methodology between the HCMA and international organizations in general and the World Bank in particular. He emphasized the importance of coordination between departments to further enhance effective cooperation for scientific research and teaching at the Academy. 

Addressing some emerging issues for Vietnam's development, Assoc. Prof. Dr. Hoang Van Nghia confirmed the demand for taking stock of the international context, international lessons learned, and policy recommendations for local development, in which fiscal policy and people's welfare are especially important.

Co-chair, Assoc. Prof. Dr. Nguyen Ngoc Toan, Deputy General Director of the Institute of Economics, said that international knowledge sharing played the role of improving research and teaching capacity for lecturers and researchers at the Academy in general and the Institute of Economics in particular, especially for young researchers. He believed in strengthening cooperation between the two organizations in the near future.

Dr. Matthew Wai-Poi, covering the East Asia and Pacific Region, presented the main findings on the fiscal policy topic.  Dr. Judy Yang, World Bank Senior Economist in Vietnam, and Dr. Nguyen Thi Thu Phuong from Vietnam Institute of Economics also participated in the research. 

At the seminar, experts focused on the research approach, methodology and key concepts and international lessons on how fiscal policy can be more progressive for enhancing welfare for people; and discussed recommendations based on international research on tax revenue and public expenditure policies.
