Overview of the conference

Speaking at the Introduction of the conference, Assoc., Dr. Tran Thi Thanh Thuy, Deputy Director of Institute of Leadership and Public Policy affirmed that policy implementation is the key to reach the policy goal in practice. Good policy implementation will add values to society, on the contrary, ineffective implementation can deform and distort the policy, deviating from the policy's directional goals, reducing efficiency, and system-wide productivity, and reducing trust in government.

Policy implementation in our country nowadays is reflecting further efforts to constantly change awareness and policy thinking. The “service Government ” ideology of President Ho Chi Minh continues to be concretized in practice, with grand guidelines, strategies of national governance innovation, and building a Vietnamese socialist rule of law state.

The improvement in organizational effectiveness of policy implementation has been proven by practical results at all levels, fields, and localities as follows: Improvement in timeliness, synchronism, proactivity, flexibility, and creativity in policy implementation in accordance with local natural, socio-economic conditions, people's educational levels and taking into account the characteristics of policy beneficiaries. Cadres and civil servants who put policies in place have made great efforts in stimulating, fostering, and improving the citizen's capabilities, well perform the role of “driver, organizer”.

However, in the face of rapid and unpredictable changes in a global and regional context, there have been circumstances/challenges as well as new opportunities for the policy implementation process such as the pandemic, conflicts between nations, resulting in economic and social consequences, and so on. Positive changes in the participation capacity of citizens, enterprises, and communities; diversities in practice, both successes and limitations in policy implementation, have led to the demand to further research and theoretical conceptualization in order to support the transformation of knowledge and experience.

With the goals of exchanging ideas, discussing, providing the theoretical and practical basis, and scientific arguments on innovative methods of policy implementation, the Conference was a forum for scientists, managers, and stakeholders to share information and practical experiences, discuss several solutions aiming to innovation in the main implementation process; verify and supplement theoretical and practical knowledge on policy implementation; develop more materials for research and teaching on Leadership Science.

The Conference received more than 20 papers, from 2 groups of authors, including scientists inside and outside the Academy, experts, and practical activists (Association of Vietnam Women's Union, Vietnam Union of Science and Technology Associations -VUSTA).

Speaking at the Conference, delegates, scientists, and experts focused on discussing, and clarifying the theoretical basis for policy implementation and innovation of policy implementation (presentation given by Assoc. Prof. Dr. Nguyen Viet Thao on the Party's leadership role for the policy process: Some basic and urgent issues of the leadership of the Party for public policy implementation in Vietnam).

Identifying the necessary Requirements for better promoting the role of stakeholders in the policy process with typical presentations as follows: “The role of socio-political organizations in Vietnam in the outcomes of policy implementation” (Assoc. Prof., Dr. Nguyen Thi Tuyet Mai); “General issues of policy implementation: Vietnam Union of Science and Technology Association” (VUSTA) “Participation in social consultation, criticism, and assessment” (MSc. Bui Kim Tuyen); “Some solutions to improve the quality of counterarguments on public policy  in Vietnam today (Dr. Nguyen Thi Thanh Tam), and so on.

Discussions about the current situation and solutions to putting some policies in place, especially through case studies (main activities, tools, measures) and solutions to innovate/improve the implementation process were ensued with papers such as “Implementation of the online public service supply policy: A case study of Ha Giang province” (Assoc.Prof., Dr. Le Van Chien); Organizing the implementation of policies on vocational training for rural employees - A case study of Bac Kan province” (Assoc. Prof., Dr. Tran Thi Thanh Thuy, MSc. Do Giang Son Tra); “Implementing policies on training and fostering cadres and civil servants in the commune level in Thai Nguyen city, Thai Nguyen province” (Dr. Nguyen Thanh Khai, MSc. Vi Tan Canh); “Promoting the development of the informal economy in Vietnam - Current efforts and some policy recommendations” (Dr. Hoang Ngoc Hai); and so on

The papers were the perfect blend of theory and practice, manifested in different aspects of policy subjects (at national and local levels), various field (education, fostering, tourism development, religion policy implementation, women mobilization, textile industry, vocational training, public service supply, and so on), which provided multi-dimensional information, perspectives about policy implementation in Vietnam in the current circumstance. From the results of the Conference, the Organizing Committee will draft a report on recommendations to the Party, the State, and authorities at all levels with regard to innovating the policy implementation. Knowledge discussed at the Conference will be supplemented to the lectures given by lecturers of Ho Chi Minh National Academy of Politics, hence transferred to students who are leaders and managers in the entire political system./.
