Scientific conference “Developing socio-economy, ensuring defence and security in Nghe An province until 2030, vision to 2045”

The Central Economic Commission cooperates with the Central Theoretical Council and the Nghe An Provincial Party Committee held the conference “Developing socio-economy, ensuring defence and security in Nghe An province until 2030, vision to 2045” on December 20th in Hanoi. 

Politburo Commissioners: Nguyen Xuan Thang, President of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Tran Tuan Anh, Head of the Central Economic Commission chaired the conference.

Delivering an opening speech at the conference, Prof.Dr. Nguyen Xuan Thang stated that after 10 years of implementing Resolution No. 26-NQ/TW on "Directions and tasks of developing Nghe An province until 2020", Nghe An has achieved proud achievements which are solid foundation to open up many opportunities and create momentum for the province to develop faster and more sustainably in the coming time.

However, the goal of promoting Nghe An as a decent province in the northern region by 2015 and basically becoming an industrial province by 2020 has not been achieved. Nghe An has not yet clearly affirmed its role as the center of the North Central region in terms of trade, tourism, culture, sports, finance and high-tech industry as orientated in Resolution No. 26.

Despite respectable achievements, Nghe An is still on the first step with modest development compared to many provinces with the same starting point. The province is still facing many bottlenecks, problems and there has been no effective solution in the development process.

The conference aimed to look back at 10 years of implementing Resolution No. 26; proposing guidelines, orientations and solutions to develop Nghe An rapidly and sustainably. The province strives to become a decent one in the northern region by 2025, a developed province of the whole country by 2030. The conference identified a development vision to 2045 to realize the resolution of the province’s 19th Party Congress, contributing to successfully implementing the resolution of the 13th Party Congress.

The presentations and speeches at the conference have analyzed and deepened some of the results achieved in the socio-economic development of Nghe An province over the past time; clarifying the limitations and inadequacies; pointing out the causes hindering the province’s development.

The delegates proposed solutions such as promulgating and adjusting mechanisms and policies (support, incentives) and supplementing resources through programs and projects to exploit through the province’s internal resources, integrating the region’s common potentials; increasing awareness and determination to continue building and developing Nghe An province in the coming time.

The opportunities and challenges for Nghe An in the coming time include large population, difficult natural conditions, small economic scale, low starting point etc. Many delegates suggested solutions for the province to effectively exploit opportunities and advantages, transform difficulties and challenges into opportunities.

Some delegates proposed solutions to restructure the economy and renew the economic growth model of the province. It should rapidly develop industry sectors with high added value; develop an efficient and sustainable agriculture in the direction of modern, green, clean and ecological agriculture; apply new, intelligent processes and technologies; rationally, economically and efficiently use natural resources; focus on developing the forest economy associated with medicinal herb regions...

In addition, some delegates suggested that the province should step up administrative procedure reform and improve the investment environment. It needs to continue investing in socio-economic infrastructure, especially traffic infrastructure; improving the quality of human resources; further promoting the human potential to serve the development goals of the province's sectors and fields; and meeting the requirements of the labor market.

At the end of the workshop, comrade Tran Tuan Anh highly appreciated the comments of the delegates. He agreed that the development of Nghe An province ought to be placed in the overall development of the North Central and Central Coast regions. Nghe An's strategy and planning must be in line with the guidelines and orientations in Resolution 26-NQ/TW, which has just been issued. The province should ask the Politburo to issue a new Resolution on “developing socio-economy, ensuring national defense and security in Nghe An province by 2030, with a vision to 2045”.
