Prof. Dr. Le Van Loi gave his opening speech at the conference

The conference was held online and offline at the centrally-run provincial and municipal political schools. It was an opportunity to review the achievements as well as the limitations and inadequacies in propaganda activities on protecting the Party’s ideological foundation, fighting against wrong and hostile views and to propose future directions and solutions.

Giving his opening speech at the conference, Prof. Dr. Le Van Loi said that the Politburo issued Resolution No. 35-NQ/TW dated October 22, 2018 on "strengthening the protection of the Party’s ideological foundation, fighting against wrong and hostile views in the new situation”. One of the important solutions given in the resolution is to step up propaganda and education for all classes of people, especially the youth generation in order to improve their resistance and ability to actively fight against wrong and hostile views on the internet; help them know how to exploit and use the internet in an effective, practical and right way.

Up to now, after more than 4 years of implementing Resolution No. 35, the work of protecting the Party’s ideological foundation and fighting against wrong and hostile views has been carried out synchronously and widely in all departments, ministries, branches and localities and achieved many important results with outstanding imprints, especially in propaganda and education.

Overview of the conference

Speaking at the conference, experts and scientists agreed that the international and domestic contexts have undergone many rapid changes recently, which directly affects the work on propagandizing and protecting the Party’s ideological foundation, fighting against wrong and hostile views. This situation demands to promote and improve the effectiveness of propaganda.

Comments on the current state of propaganda activities to protect the Party's ideological foundation, fighting against wrong and hostile views in Vietnam over the past time affirmed that after the promulgation of Resolution No.35, propaganda activities to protect the Party’s ideological foundation were carried out methodically and systematically in various forms.

Many scientific journals have opened in-depth columns to publish articles on this content, typically including Communist Review, Journal of Political Theory, Journal of Propaganda, People's Newspaper, People's Army Newspaper, etc. Political programs with contents related to protecting the Party’s ideological foundation are also developed such as Vietnam Television (VTV) with the program "Facing off", the Voice of Vietnam (VOV) with the program "Look straight, tell the truth", etc.

The Steering Committee 35 at all levels also promoted propaganda activities on the internet and social networks through electronic sites, websites, fanpages, facebook, youtube, zalo, etc to post positive information and refute the malicious information, timely give ideological orientation for cadres, party members and people. A number of Steering Committees 35 of departments, ministries, branches and localities have published manuals on skills and professions on protecting the Party’s ideological foundation. HCMA released "Handbook for protecting the Party’s ideological foundation, fighting against wrong and hostile views in the new situation". Academy of Journalism and Communication released the book "Q&A Handbook: students with protecting the Party’s ideological foundation, fighting against current wrong and hostile views". This is an effective and practical way to raise awareness and skills on protecting the Party’s ideological foundation, fighting against wrong and hostile views for cadres, party members and people.

Notably, on the basis of the success of the "Scientific essay writing contest on protecting the  Party’s ideological foundation and fighting against wrong and hostile views in the new situation" organized by the HCMA in 2021, the Central Steering Committee 35 assigned the HCMA to chair and coordinate with the Central Propaganda Department, Central Theory Council, Communist Review, People's Newspaper and the Vietnam Journalists' Association organized the second contest in 2022. This is a creative, practical and effective form of propaganda on protecting the Party’s ideological foundation and fighting against wrong and hostile views.

Discussing solutions and recommendations to improve the effectiveness of propaganda on protecting the Party’s ideological foundation, fighting against wrong and hostile views in the coming time, the panelists affirmed that it is necessary to (1) Continue to strengthen the leadership and direction of the Party Committees and Steering Committees at all levels on the role and importance of propaganda to protect the Party’s ideological foundation, fight against wrong and hostile views. In particular, the most important thing is to raise awareness and promote responsibilities among officials and party members, especially the leaders. (2) Innovate and update propaganda content on protecting the Party’s ideological foundation, fighting against wrong and hostile views associated with rapid changes in reality. (3) Diversify forms of propaganda to protect the Party’s ideological foundation, fight against wrong and hostile views in a practical and effective manner, etc.
